Tuition and fees per semester will increase from $3,343.50 in 2010-11 to $3,674.55 in 2011-12, which is in the midrange of costs at the state’s 35 four-year public universities. The increase for 2010-11 was 8.95 percent.
ASU President Joseph C. Rallo said the change in the tuition-and-fee schedule was necessary to ensure the university maintains its high standard of educational quality as well as to provide additional revenues to address reductions in state appropriations.
Angelo State and Texas Tech, along with all other state universities, will be getting less from the state Legislature for the next two years, part of the Legislature’s effort to close a $27 billion budget shortfall.
ASU will get about $7 million less over the next two years, following two years of being asked to cut its budget by 5 percent, or about $1 million each year.
Tech’s state funding has been cut by 7.7 percent, or $29.1 million, over the next two years. Regents have approved a 5.9 percent increase in tuition and fees for Tech, which means a full-time student will pay $252 more per semester for a total of $4,532.50.
“The increase in tuition and fees will enable us to offset a portion of the deficit we’ve incurred due to state budget cuts,” Guy Bailey, Texas Tech president, said in a news release.
At ASU, Rallo said, a change about two years ago that requires every student to fill out the Free Application for Federal Student Aid when applying for admission has led to an increase of 86 percent in the past four years of students receiving financial aid through federal assistance and scholarship programs. Seventy-six percent of ASU students receive financial assistance, and unlike student loans, aid from these programs does not have to be repaid by the recipient.
“Angelo State University remains committed to keeping a college education within the economic reach of all families,” Rallo said in a news release. “Since 2007 we have increased our scholarships and federal assistance from $18.5 million to $34.5 million. Despite the increases in tuition since then, the average out-of-pocket cost per student over the last four years has actually decreased, and we remain one of the best educational values in the nation.”
In addition, regents approved increases in room and board at ASU. Based on a 10-month schedule, room rates beginning this fall will average $4,833, compared to $4,583 in 2010. Board for a seven-day, 21-meal plan will be $2,665 this fall, compared to $2,600 last fall.
The increase is tied to the Consumer Price Index, which is up more than 3 percent from 2010.
“Room and board costs have to pay for themselves,” Rallo said.
The Legislature eliminated the TEXAS Grants program for incoming freshmen during the budget cuts, but Rallo said ASU will continue to honor the Blue and Gold Guarantee Program it launched in 2009 for incoming freshmen. The guarantee covers the remaining balance of any tuition and mandatory fees that are not covered by other grants, scholarships, exemptions and/or waiver programs received by an applicant demonstrating financial need. The program covers incoming freshmen for eight regular semesters, as long as they meet financial aid criteria and make satisfactory academic progress.
